Important boundary
Start with the desired coverage date. Coverage from November 1, 2021 through October 31, 2026 is governed by the current CGP; coverage from November 1, 2026 through October 31, 2031 is governed by the renewal CGP. Dates outside those published terms require current DEQ confirmation. The permittee's responsible official remains responsible for eligibility, NOI certification, payment, and electronic submission in SEEK.

First, choose the permit by coverage date
The requested coverage date—not the day the worksheet is prepared—determines which ARR150000 permit controls the filing and SWPPP.
Coverage on or before October 31, 2026
Use the current ARR150000 permit effective November 1, 2021 through October 31, 2026. File the current construction-stormwater NOI through SEEK, following DEQ's live form and current instructions. Do not apply renewal-permit requirements merely because the 2026 permit has already been published.
Coverage from November 1, 2026 through October 31, 2031
Use the renewal ARR150000 permit effective November 1, 2026 through October 31, 2031. Confirm the desired coverage date, SWPPP, eligibility review, and NOI answers all use the renewal requirements.
Coverage outside the published permit terms
Do not silently extend either permit. Confirm the controlling permit and current filing instructions with Arkansas DEQ before preparing the application.
Why SEEK may differ from the older permit text
The current 2021–2026 permit text references ePortal, but Arkansas DEQ's current construction-stormwater page directs the NOI form to SEEK. Use SEEK for the electronic filing while applying the permit that controls the requested coverage date.

Confirm that an NOI is the right path
Under both ARR150000 permit terms, large construction sites use the NOI process. Small construction sites generally receive automatic coverage and do not submit an NOI, SWPPP, or fee to DEQ, although they still must prepare and implement a compliant SWPPP and post the small-site NOC.
Large construction site
Five or more acres of disturbance, or less than five acres when the activity is part of a larger common plan that will ultimately disturb five or more acres.
Small construction site
One to less than five acres of disturbance, including qualifying smaller activities within a common plan that will ultimately disturb one to less than five acres.
Do not use acreage alone
The operator, larger-common-plan, eligibility, exclusion, and local-program questions still require project-specific review.

Gather these records before opening SEEK
Having the supporting facts ready prevents conflicting answers between the NOI, SWPPP, and plan set.
Operator and billing information
Legal operator name, mailing address, telephone, email, entity type, and separate invoice contact information if applicable.
Project location
Project name, county, site address, site contact, directions, and coordinates for the site entrance or endpoints of a linear project in the format requested by the current SEEK form.
Schedule and acreage
Estimated construction start, completion, and final stabilization dates; total project acreage; and acreage the applying operator will disturb.
Project classification
Project type, larger-common-plan status, the operator's SIC code, and any permit-term or live-form questions. The current permit expressly lists SIC; the renewal permit expressly requires both NAICS and SIC.
Discharge information
Nearest receiving water, ultimate receiving water, and the MS4 operator when stormwater enters an MS4. Confirm the actual conveyance path rather than relying only on the nearest mapped water.
Corporate and SWPPP records
The physical onsite location where the signed current SWPPP will be kept, the completed SWPPP ready for upload, and the corporate records required for the selected permit term. For renewal-permit coverage, the NOI requires a current Certificate of Good Standing from Arkansas and, when the corporation is registered in Arkansas as a foreign entity, one from its state of origin.

Understand the SEEK terms before answering
Several SEEK fields describe the permittee's business identity or legal signing authority, not the physical construction project. Confirm them from company records instead of guessing.
Permittee / operator
Use the exact legal entity that will hold coverage and has financial and operational control over the construction plans and specifications, including the ability to modify them. DEQ may also require a person with day-to-day operational control to be named as a co-permittee.
Responsible official
This is the person who must sign the NOI for the legal entity: a qualifying corporate officer; a facility manager who meets every Part II.B.9.A authority condition; a general partner or sole proprietor; or a principal executive or ranking elected official for a public agency.
Cognizant official
This is a duly authorized representative of the responsible official. When the written authorization meets Part II.B.9.B, the cognizant official may sign the SWPPP certification, reports, and other requested information. A cognizant official is not an alternate NOI signer.
NAICS and SIC codes
NAICS means North American Industry Classification System; SIC means Standard Industrial Classification. The current permit expressly lists SIC, while the renewal permit expressly requires both NAICS and SIC. Confirm the permittee's codes from tax, registration, accounting, or prior permit records and reconcile any additional live SEEK fields rather than guessing from the plans.
Certificate of Good Standing
For coverage under the renewal permit, obtain the current Certificate of Good Standing required with the NOI from the Arkansas Secretary of State and, when the corporation is registered in Arkansas as a foreign entity, one from its state of origin. Confirm the live SEEK requirement for the current permit term and entity type.
Receiving waters and MS4
Receiving waters are the supported downstream discharge chain. An MS4 is a municipal separate storm sewer system; identify the MS4 operator when runoff first enters public storm drainage, while still listing the downstream waters.

Complete the SEEK filing
SEEK's labels can change, but the filing should follow this sequence.
Start the construction stormwater NOI
Sign in to SEEK, select the applicable ARR150000 construction stormwater filing, and identify the operator that will hold permit coverage.
Enter project and discharge facts
Use the reviewed NOI worksheet and SWPPP. Stop and reconcile any disagreement instead of choosing the closest available answer.
Upload the required documents
Attach the SWPPP compliant with the permit controlling the requested coverage date and any supporting corporate records requested by the current SEEK form. Use clear filenames that include the project name.
Responsible official certification
The responsible official reviews and signs the NOI certification. Do not substitute a preparer or cognizant official for the responsible official on the NOI.
Submit payment
Pay through SEEK or follow the current SEEK payment-voucher instructions. DEQ cannot issue the NOC until payment is received.

Run a consistency check before submission
The NOI, SWPPP, plans, and payment record should describe the same project.
Names and acreage match
Confirm the operator's legal name, project name, site acreage, operator-disturbed acreage, and common-plan answer across every document.
Location and drainage match
Confirm the entrance coordinates, county, receiving-water chain, ultimate receiving water, and MS4 against the plan set and mapped drainage evidence.
Dates are realistic
Allow the required review period and do not use a desired coverage date that conflicts with the construction schedule.
The SWPPP is complete
Confirm the state-form content, signatures, site and soils maps, erosion-control plans, receiving-water support, BMP specifications, and applicable appendices.

After submission
Save the evidence of filing and make sure coverage is effective before relying on the permit.
Save the receipt and submission ID
Retain the SEEK confirmation, payment record, and the exact version of the NOI and SWPPP that were submitted.
Watch for deficiencies
Respond promptly if DEQ requests corrections or additional information. The review period runs from the date the NOI is deemed complete.
Post the coverage document
When coverage is effective, post the NOC near the main entrance where it is visible to the public and keep the signed current SWPPP at its physical onsite location, readily available during business hours.
